SUBJ: CHANGES TO THE FEDERAL EMPLOYEES HEALTH BENEFITS (FEHB) PROGRAM.
1. AS A RESULT OF THE AFFORDABLE CARE ACT (ACA), CHILDREN AND FOSTER
CHILDREN ARE COVERED UNDER THEIR PARENTS SELF AND FAMILY FEDERAL
EMPLOYEES HEALTH BENEFITS (FEHB) PLAN UNTIL AGE 26. THE LAW ALLOWS
MARRIED CHILDREN TO BE COVERED AND REMOVES ALL RESIDENCY
REQUIREMENTS. IN ADDITION, CHILDREN WHO ARE ELIGIBLE FOR, OR HAVE
THEIR OWN EMPLOYER PROVIDED HEALTH INSURANCE ARE ELIGIBLE FOR FEHB
COVERAGE UNTIL THEY TURN 26. STEPCHILDREN DO NOT NEED TO LIVE WITH
YOU IN A PARENT-CHILD RELATIONSHIP TO BE ELIGIBLE FOR COVERAGE UP TO
AGE 26. CHILDREN WHO ARE INCAPABLE OF SELF-SUPPORT BECAUSE OF A
MENTAL OR PHYSICAL DISABILITY THAT BEGAN BEFORE AGE 26 ARE ELIGIBLE
FOR COVERAGE THAT EXTENDS BEYOND AGE 26.
2. IF YOU NEED TO COVER A CHILD WHO IS NOW ELIGIBLE FOR FEHB
COVERAGE, YOU SHOULD TAKE THE FOLLOWING STEPS DEPENDING ON YOUR
CURRENT FEHB ENROLLMENT:
A. IF YOU ALREADY HAVE SELF AND FAMILY ENROLLMENT AND DO NOT
CHANGE TO ANOTHER HEALTH PLAN OR OPTION DURING OPEN SEASON, YOUR
NEWLY ELIGIBLE CHILDREN WILL BE COVERED BEGINNING JANUARY 1, 2011.
YOU SHOULD CONTACT YOUR FEHB PLAN TO PROVIDE INFORMATION ON THE NEWLY
ELIGIBLE CHILD OR CHILDREN. YOU SHOULD NOT COMPLETE A STANDARD FORM
(SF) 2809 OR USE MY EMPLOYEE PERSONAL PAGE (MYEPP) TO ADD A CHILD TO
AN EXISTING SELF AND FAMILY ENROLLMENT.
B. IF YOU CURRENTLY HAVE SELF ONLY ENROLLMENT AND HAVE NEWLY
ELIGIBLE CHILDREN, YOU MUST CHANGE ENROLLMENT FROM SELF ONLY TO SELF
AND FAMILY TO COVER YOUR NEWLY ELIGIBLE CHILDREN. TO DO SO YOU MUST
USE AN SF2809 OR MYEPP TO MAKE THE CHANGE.
C. IF YOU ARE NOT CURRENTLY ENROLLED AND WANT FEHB COVERAGE FOR
NEWLY ELIGIBLE CHILDREN, YOU MUST ENROLL IN SELF AND FAMILY COVERAGE
BY COMPLETING AN SF 2809 OR USING MYEPP.
3. IF YOU ENROLL OR CHANGE YOUR ENROLLMENT AS AN OPEN SEASON CHANGE,
IT WILL TAKE EFFECT ON JANUARY 2, 2011, THE FIRST DAY OF THE FIRST
PAY PERIOD THAT BEGINS IN 2011.
4. THE EFFECTIVE DATE OF COVERAGE FOR YOUR NEWLY ELIGIBLE CHILDREN
DEPENDS UPON THE EVENT CODE USED TO ENROLL OR CHANGE ENROLLMENT. IF
YOU WANT YOUR CHILD COVERED ON JANUARY 1, 2011, YOU MUST ENROLL OR
CHANGE YOUR ENROLLMENT BY USING (CHANGE IN FAMILY STATUS) AS THE
QUALIFYING LIFE EVENT (QLE). THE QLE CODE TO USE ON THE SF 2809 IS
(1C). YOU MAY CHANGE YOUR ENROLLMENT FROM 31 DAYS BEFORE TO 60 DAYS
AFTER JANUARY 1, 2011. YOUR CHANGE TO SELF AND FAMILY WILL TAKE
EFFECT DECEMBER 19, 2010, FOR YOUR CHILD TO BE COVERED ON JANUARY 1,
2011. IF YOU MAKE YOUR QLE CHANGE AFTER JANUARY 1, 2011, YOUR CHILD
WILL BE COVERED RETROACTIVELY TO JANUARY 1, 2011 AND YOU WILL PAY
RETROACTIVE PREMIUMS BACK TO THE EFFECTIVE DATE OF THE ENROLLMENT OR
CHANGE.
5. OVER-THE-COUNTER (OTC) PRODUCTS THAT ARE MEDICINES OR DRUGS WILL
NOT BE ELIGIBLE FOR REIMBURSEMENT FROM HEALTH SAVINGS ACCOUNTS (HSA)
OR HEALTH REIMBURSEMENT ACCOUNTS (HRA) UNLESS YOU HAVE A PRESCRIPTION
FOR THAT ITEM FROM YOUR PHYSICIAN. YOU WILL NOT NEED A PRESCRIPTION
FROM YOUR PHYSICIAN TO BE REIMBURSED FOR INSULIN OR OTHER OTC ITEMS
THAT ARE NOT MEDICINES OR DRUGS. EFFECTIVE JANUARY 1, 2011, THE 10
PERCENT PENALTY FOR NON-ELIGIBLE MEDICAL EXPENSES PAID FROM AN HSA
WILL INCREASE TO 20 PERCENT.
6. CHILDREN WHO LOSE COVERAGE AT AGE 26 ARE ELIGIBLE FOR TEMPORARY
CONTINUATION OF COVERAGE (TCC) FOR UP TO 36 MONTHS, EVEN IF THEY
PREVIOUSLY HAD TCC. IF YOUR CHILD IS UNDER AGE 26 AND CURRENTLY
ENROLLED UNDER TCC, YOU SHOULD CONSIDER CANCELING THE TCC COVERAGE
AND COVERING YOUR CHILD UNDER YOUR SELF AND FAMILY ENROLLMENT. TO
CANCEL TCC ENROLLMENT YOU SHOULD CONTACT THE NATIONAL FINANCE CENTER
(NFC) AT NFC DPRS BILLING UNIT, PO BOX 61760 NEW ORLEANS, LA
70161-1760, OR ON 1-800-242-9630.
